Administration & Finance Department

The Directorate of Administration and Finance is comprised of the Administration, Human Resource Management, Finance and Accounting, procurement and Internal Audit Sections.  These sections are headed by respective heads, but report to the Director.

 

Administration Section

 ·        The Administration section is responsible for creation of a conducive work environment through the provision of high level of service and support to the whole Ministry on issues pertaining to transport, office accommodation and general services, among others, which allow other directorates to efficiently and effectively execute their programs and delivers on their mandates.

·         The Section is involved in day to day running of the Ministry, office management, which includes ensuring that offices are adequate for all members of staff, furnish the offices and provide the necessary offices and provide the necessary office equipment.

·         Provision of cleaning services and all office supplies as part of ensuring a conducive work environment.

·        Communication is vital for the Ministry to undertake its operation.  In this regards, the section oversees that most offices are connected through extension and direct lines and the internet. 

 

Financial Management Section

The division is responsible for financial management and reports to the Director of Administration and Management.

 

Mandate

To provide financial advice, guidance and services in financial management policies to enable the Ministry achieve its objectives effectively and efficiently.

 

Mission

To ensure adequate provision of support on Financial Management issues so that the Ministry gets the appropriate advice, guidance and services in all Financial Management related policies and practices.

 

Strategic Objectives

•      To account and manage Financial Resources

•      To advise on Financial Management

•      To monitor Revenue and Expenditure

•      To prepare Public Accounts Reports

 

Human Resource Management Section

The main purpose of the Human Resource Management Division is to providing a human resource function in the Ministry.  This is achieved by:

     i.    Providing Human Resource Management services in the Ministry; and

   ii.    Issuance of Establishment warrants for Civil Service and Public Sector Institutions.

 

Functions:

1.       Human Resource Management

Responsible for:

·        the management of human resources for efficient and effective performance of the Ministry

·        interpretation and implementation of Malawi Public Sector Regulations and other policies and laws

2.       Human Resource planning and Development

Responsible for the planning and development/training of human resources for the Ministry

 

3.       Management Services

Responsible for:

·        Assessing and determining workloads, staffing and grading requirements, and appropriate organization structure for the Ministry, and sector wide institutions.

·        Issuance of establishment warrant to all Public Sector Institution.

To provide functional advice, guidance and services in human resource management policies and practices to enable the Ministry achieve its objectives effectively and efficiently.

 

Mission 

To ensure adequate provision of support on Human Resource Management and Development issues so that the Ministry gets the appropriate advice, guidance and services in all Human Resource Management and Development related policies and practices.

 

Strategic Objectives 

·        Provides HR services to ensure that the Ministry obtains and retains the required quantity and quality human resources to meet its organizational goals and objectives;

·        Provides guidance and advice in all HR policies and practices to ensure that the Ministry abides by rules and regulations of the civil service;

·        Provides advice and guidance on career planning and development in order to promote the growth and development of individual members of staff.

 

Procurement Section

This section is responsible for the procurement of office materials such stationary, equipment such as computers and other accessories in order to ensure that the Ministry is performing efficiently and effectively.

 

Internal Audit Section

The Internal Audit Section is responsible for carrying out audits in the Ministry (Headquarters, Regional offices).
